The Carolina Creative Youth Opportunities Program was proposed by Robert Sigmon. He provides a background to why North Carolina should implement a youth internship program. He proposes that by creating that program, North Carolina could provide the youth with the incentive and opportunity to be creative in meeting public needs in communities across the state. He additionally provides rationale for the program, objectives, an administrative model and cost, funding of student projects, number of acceptable projects, and the selection process for the projects. Sigmon also provides a sample application form for what students would have to fill out to gain a grant for their project.
