In this report, Sigmon discusses education opportunities in North Carolina. He discusses how many students are currently enrolled in North Carolina public schools and the higher education opportunities they have access to such as community colleges and universities. He states that the educational policy determined by two major governing boards reaches only 1/3 of the population. He also gives a historical summary of evolution of public education policy in North Carolina, current planning activities, future directions, and an alternative design for providing educational opportunity in North Carolina.
