The Oaks Apartments are located adjacent to North Williamson Avenue on Elon University’s campus in Elon, North Carolina. This neighborhood includes six residential buildings and McCoy Commons. The residential buildings are named Williams Hall, Council Hall, Oaks C, Oaks D, Brown Hall, and Sullivan Hall. The buildings are named in honor of emeriti faculty Dr. Jo Watts Williams, Dr. John G. Sullivan, Dr. Janie P. Brown, and Professor Janie E. Council. Four of the dormitory buildings were opened in 2006 and the other two in 2007, to replace the Jordan Center with a longer-term student-housing complex. The university contracted with Collegiate Housing Foundation of Irving, Texas, which leased the land. The university leased the buildings built on the site from Collegiate Housing. A second company, Collegiate Developmental Corporation, constructed the commons building and six residence halls, providing 510 single bedrooms in two and four bedroom apartments. The university would own the title following a 30-year lease. The university and the Development Corporation sued and counter-sued each other following construction delays. The delays forced Elon to accommodate 400 students in local apartments and motels and compensate them for their troubles. The arbitration came to an end when a final settlement was reached in late 2007. There has been a history of leaks and construction projects in the neighborhood, but students generally like living in the Oaks Apartments. In 2015, Brown Hall was struck by lightening and students were forced to evacuate for the night.
